5-  طرح پرونده در کمیسیون رسیدگی به صدور پروانه ها (حفر) و صدور موافقت نامه انعقاد قراردادحفاری:

بررسی پرونده در کمیسیون رسیدگی به صدور پروانه حفر و ابلاغ نتیجه به متقاضی ، صدور موافقت نامه انعقاد قرارداد حفاری با شرکتهای حفاری مجاز ، ارائه قرارداد حفاری و صدور پروانه حفر
